New Technological Developments in the Used Car Appraisal and Assessment Industry
Due to the special commodity attributes of used cars, appraisal and assessment has always been a key link in the circulation of used cars. In recent years, with the continuous introduction and implementation of new policies for used cars, the development potential of the used car industry has been continuously stimulated. At the same time, with the increase in the number of new energy vehicles, used new energy vehicles are gradually entering the market. These changes have put forward new requirements for used car appraisal and assessment practitioners.
Mr. Wang Xudong, president of the Used Car Appraisal and Assessment Professionals Branch, shared the evolutionary process of the used car appraisal and assessment industry against the backdrop of the transformation and upgrading of the used car market. We summarize it as the used car inspection and assessment technology has gone through three stages from primitive to relatively mature, and the technical means have also changed from observation, inquiry, and palpation to partial equipment data collection + personal experience, and finally to the current mainly automated collection of data by most equipment, achieving a leapfrog change.
On July 1, 2021, China's first group standard for the used new energy vehicle circulation service field, "Technical Specification for Appraisal and Assessment of Used Pure Electric Passenger Cars" (T/CADA 17-2021), was officially implemented. During the meeting, we invited Ms. Zhang Yanru, deputy director of the Power Battery Laboratory of Beijing Jiaotong University, to give a detailed interpretation of the technical elements of new energy power battery assessment based on the national standard requirements, and also discussed the difficulties and development bottlenecks of the technology.
New Opportunities for Talent Cultivation in the Used Car Appraisal and Assessment Industry
We all know that the development of an industry ultimately comes from the joint efforts of countless industry practitioners. This is also true for the used car industry. Behind the huge volume of approximately 15 million annual transactions today, we estimate that there are millions of related practitioners.
Ms. Feng Jinling, deputy director of the Training Department of the China Automobile Dealers Association, shared the new opportunities for used car appraisal and assessment vocational education based on the business of the association's training department. We believe that: although the technical means of inspection and assessment have been continuously iterated and updated, the core role of appraisers is irreplaceable; under the new development situation of the used car market, the demand for used car appraisal and assessment talents from brand-name, large-scale business entities represented by dealer groups will continue to increase; with the rapid development of the new energy vehicle market, appraisers of used new energy vehicles are urgently needed in the market.
Chen Jiazhi, vice president of the Chongqing Used Car Circulation Association, believes that future appraisers must possess "high, specialized, and comprehensive" abilities. To elaborate, future appraisers will possess high professional ethics, high education level, high professionalism, high comprehensive ability, and high income.
New Voyage for "Xing" Certification Brand
Since its launch in 2014, the "Xing" certification has been continuously explored and upgraded by the association to better empower "Xing" certification institutions. This year, a comprehensive upgrade of the "Xing" certification plan has been implemented. First, the entry threshold for "Xing" certification institutions has been lowered, which is a public welfare activity of the association; second, a dispute arbitration committee has been established, with members from third-party appraisal and assessment institutions, enabling it to truly assume the role of industry referee; third, it will be more transparent and trustworthy, and in the future, a public disclosure system for used car certification information will be established to publicly display certification information.
